Aegisub is the only way to go for timing and styling.

Transcode or mplayer/ffmpeg (mplayer feeding ffmpeg through a FIFO) are used for encoding. Given the right options, Transcode produces the best results, but the mplayer/ffmpeg route is better maintained.

VLC does not know how to parse ASS. Get a player that works properly.

{} are for ASS tags. According to the ASS spec, putting anything but a valid tag between them should trigger a warning from the parser and not be displayed. They are commonly used for comments since compliant parsers will not show their contents on-screen.
